  1. Preheat your oven to 400 degrees F (200 degrees C). Line a baking sheet with parchment paper.
  2. Mix together the flour, paprika, cayenne pepper, salt, and black pepper in a bowl.
  3. Coat the chicken wings in the flour mixture, shaking off any excess. Place the wings onto the prepared baking sheet.
  4. Bake in the preheated oven for 20 minutes, then flip the wings and bake for an additional 20 minutes.
  5. Melt the butter in a saucepan over medium heat. Stir in the hot sauce and garlic powder.
  6. Take the wings out of the oven and brush the hot sauce mixture onto each wing, coating evenly.
  7. Put the wings back in the oven and bake for another 5 minutes.
  8. Serve hot with celery sticks and blue cheese dressing.
